There are a number of ‘Flagship Projects’ in the Irish eGovernment arena. These are the most high profile and accessible of all the eGovernment projects. They are projects that directly impact on citizens’ lives. They will allow us to conduct some of the most common citizen to state interactions online. For these reasons they are very important. They are signals to everyone of us that eGovernment is becoming a reality. They will also help to achieve the critical scales of usage necessary to make eGovernment and the e-economy in general a success. Table Summary of current status of eGovernment Flagship Projects:
Flagship Services – Motor Tax
Contract to develop online motor tax system awarded in September 2002. Business analysis stage now signed off. Design of system now nearly complete
Go-live date scheduled for March 2003
Flagship Services – Driving Licenses
Now a much larger project due to introduction of penalty points system and planned smart card driver licence
The availability of the Broker will influence approach to be taken. Timing, resources and phasing of this project yet to be determined.
Flagship Services – Road Haulage Licences
Review of the system and processes in place completed in 2002. A detailed specification produced. Additional requirement of electronic tachograph for pan European operability in place.
Additional requirement to be completed by end 2004. Online application and payments will follow. Broker required for authentication, document capture and security. Timing and budget for next phase yet to be finalised
Flagship Services – Passports
Work on Passport application system (APS) is underway
APS expected to be completed in 2004. APS requires fully functional Broker. No time scales for this available.
Flagship Services – Birth, Death and Marriage certificates
Online Birth Certificates will be first step –
This depends on DSFA new computer system and roll out of Civil Registration Modernisation Programme (GRO project) – due to commence Q2 2003 and to be completed within 6 months. New Civil Registration legislation should be enacted by then.
Flagship Services – Local Authority Housing
Services went live onwww.housing.westmeathcoco.ie in February 2002
The application to be integrated with Reachservices and will allow for its deployment as countrywide solutions for Housing Assessment
Flagship Services – Planning Applications & Development Control
LGCSB has developed Intranet enquiry facility, currently being examined. Other services such as Development plans, unauthorised developments are in development.
Available for roll-out in 2003
Flagship Services – Electoral Register
All Local Authorities have update internal databases to support this project.
Change in legislation required before online registering is a reality.
Flagship Services – Child Benefit
New computer system went live November 2002.
Online Child Benefit facility will be available following Civil Registrations Modernisation Programme due to comment Q2 2003.
Flagship Services – Education
National database of adult learning opportunities to commence design and build phase in 2003.
Tendering process for online management information system is underway

Flagship Services to Business – Revenue
Revenue (ROS)– a number of enhancements introduced to access control system for larger companies and tax agents in 2002
Online banking solution is short-term answer for income tax Pay and File 2002.
Online Vehicle Registration Tax
Online Provision of Tax Clearance Certificates
Preferred technical solution will be available when banks are ready. Revenue are also looking at alternatives.

Countrywide in 2003. Interim solution only – online access by rate payers to account information etc awaits Broker for higher level of authentication.
